Cascadia outstanding issues

• Set MA relations; currently inconsistent across logic tree; for reference AK is using the three Cascadia models plus Shaw (middle)
• Consider only clusters of smaller events (3, 4, 5 max sections)
• Check IDs
• Lowercase source paths
• Update README
