Corrections to CEUS zone rates

In addition to #56 (closed):

• Likelihood derived rates need to be checked for use of the weighted combination of the rate logic tree distributed over the zone
• Slip rate derived rates need to be checked for use of the weighted combination of rates across all magnitudes considered
