Update WUS fault system solution

@kmilner updated the fault system solution for the WUS in Feb 2024. This had a new file format for gridded seismicity and represents the tagged, final branch averaged solution for the 2023 CONUS model.

Updated nshmp-dev parser to convert new gridded seismicity format. Total MFD rates agree in each magnitude bin to within ±1e-6,7,8. Ruptures with rate=0.0 have also been removed.
