enable max GW levels statistics
Use case: As a water resource manager, I want to know the maximum depth below land surface to track drought conditions at my sites.
Original request from Rob Darner:
"Any chance that tool will be able to pull values other than medians? Historically, daily GW levels were served as maximums so there are a lot of sites out there that have daily maximum with no minimum or median value. I guess the thinking was that maximum depth below land surface was more useful for drought conditions.

"Line 24 in the GWW_functions.R script needs to be updated. I guess it would take a bit to pull multiple different stat codes and sort those on the map.
If all else fails, give us the option to NOT serve sites because the statistics you would show on the national page would be drastically different from what we are currently serving to the public. That would be very confusing to our cooperators."
