User story:

Feature: Enable, for a single site, average discharge data (in cfs) to be plotted as a time series for a user-selected:

1. calendar year
2. water year with the daily mean historic percentiles Time periods to build:
3. daily
4. 7-day
5. 14-day
6. 28-day OR monthly [would we need both?]

Includes streamflow duration hydrographs and area runoff hydrographs

Other filtering options to consider (based on user need):

• also plot as cubic meters per second
• enable user to select discharge values based on 2, 3, 4, or 5 years in addition to a single year
