Load Project seems not to respect/load the used/not used stations in the project file when opening an existing project

Bug Report

Current Behavior A clear and concise description of the behavior.

When the user loads a processed (completed) project into IVyTools, stations in the Discharge Tab that were saved as "Not Used" are not marked correctly, resulting in a different discharge (potentially) than the user saved. This is verified by examining the system save comment containing the question that was in place when the user saved.

Expected behavior/code A clear and concise description of what you expected to happen (or code).

IVyTools should correctly apply Used/Not Used flags in the Discharge Stations table when loading an existing project.
