Add correction for wind capabilites

Generate a new tool that calculates the wind correction based on the flow and wind directions.

The approach used in HydroSTIV is a good example. It's a simple coefficient approach. For review, we need to try and source that coefficient from something. I cannot find the reference in their manual.
