Add more granular reporting

  1. Write system comments with Q value when the project file is saved. Use QRev as example: [2023-06-12 16:09:48, mnicotra]: File Saved Q = 7150.36 ft3/s (Uncertainty: 5.2%)
  2. Consider adding a view vs. reprocess check on the project load
  3. Add a comment column to the Discharge summary table so each row can have a comment.
