Construction of URI Reference Structure

We need to begin thinking about how we want to construct the structure of our URI referencing between different layers (e.g. structures, addresses, etc.). This also relies on the ontology and the current underlying structure of data use, collection, and distribution.

An outline would probably be best for the first stage of constructing a URI reference structure.
