Fix descrepancies between data and ontology

We need to fix the following issues for Transportation:

• Add depreciated to subdivision attribute, railowndercode, for Trans_RailSegment.
• Add Global_ID, Length, and LoadDate for Trans_TrailSegment.
• Make additional attributes from TransTrail_Segment into object properts that link to the TrailYesNoDomain.
• Create Correct GML datafields.
• Add in null attribute field checking for URI creation on ALL attributes.
• Add uris for each layer.
• Add uris for each object property.
• Change xsd:date to xsd:dateTime.
• Address changed in Transportation layer of Spec-X.
• Edit Geometry formation for NHDArea and NHDWaterbody.
