Reach Zone Buffering

This is part of the milestone for SatTRAX-AK-v2 in which the user group would like to subdivide reach buffer polygons along SWOT centerlines. One of the requirements for this change is that the reach length subdivision must be >=10X the SWOT maximum reach width.
