Zemmels review: Fix broken link and update text in Calculations quick reference

The hyswap-geospatial link in the Runoff section is broken and needs to be updated. Also would be good to add a sentence explaining how users can access an example notebook that addresses the use case described by Joe, below. Updated, and let WBD authors know that the DOI for Jones and others 2022 is broken.

Regarding the "Workflow for Associating Streamgages with HUC8s for Area-Based Runoff Calculations" section, are there Python libraries for accessing HUC boundaries through the NHDPlus or WBD? It'd be nice to give Python users some more guidance on how to access these data. Added text on where users can access WBD/NHDplus data, and that an example notebook for runoff calculations exists in the documentation.
