Mcaliley review: Jupyter dependency

Jupyter is not in requirements-dev.txt. If that's intentional so that folks can run Jupyter from an outside environment, then please ignore. We think it makes sense to add jupyter as a dependency of the dev environment. It has been added to both the requirements-dev.txt and an "environment-dev.yml" file.
