Cumulative Hydrograph - no envelope option and missing data

plot_cumulative_hydrograph should allow plotting without an envelope of percentiles drawn. Right now, default is [25,75] but cannot remove that. Maybe allow passing in an empty list [] or a create a argument to disable plotting of percentile envelope.

Also, if a year is missing data, it is not shown on the plot, but shows in the legend
