update contributing guidelines

Now that mirroring to the DGEC GitHub is setup, the contributing guidelines should be updated to reflect the workflow which requires all commits to be made to the GitLab repository which get mirrored to GitHub.

The diagram from CHS should be included as well as a textual description.
