Incorrect variable percentile thresholds

In starting to do some validation tests, am seeing that the variable percentile threshold calculations are incorrect. Likely due to some misalignment with leap year days not being handled correctly. Related to issue #6 (closed) and #4 (closed)

Example: for site '04288000', the correct Oct-01 stats should be: image
