changes to waterservices functionality

It may be a while before replacement services are available.
dataRetrieval uses "rdb,3.0" for groundwater calls. The JSON output doesn't look like it has that 3.0 output. That format is pretty new in the grand scheme of things and was something folks were excited to use. dR also has a WaterML2 parser, but as far as we know not too many people know about it. There might be an example that points to the NWIS service that would require removal.
HASP relies on the rdb format, a LOT of functionality got much easier with the new format.
