True Zero Peaks

For sites with true zero peaks (years 2012 and 2013 at 06334330 for example) the Lower and Upper Bounds in the Data/Flow Intervals table incorrectly populate as zero and infinity respectively. These should both be populated as zero since the value in the input peak flow data is in fact zero.
