Create server-ready handling of save outs (to downloads folder)

Some of the functions triggered when the "Save Specifications" and "Run PeakFQ" buttons are pressed assume an explicit file outpath determined by the user. We won't have this option on the server: File Downloads — downloadHandler (posit.co).
