Updated url-params tests. Removed unused functions from iv-data-utils and updated the tests. Added code to test for measured fahrenheit parameter codes so that the calculated parameter is not added to the hydrographParameters list.

Restored spread syntax changes and corrected the use of spread operators for nested arrays. Fixed issue with setting the point value to null when converting a null value.
