All tests are now working. the download-links module tests were completely revamp since the UI works in a very different way now.

Fixed tests as the hydrograph state is now set regardless of whether the showOnlyGraph is set to true.

Need to set the selectedIVMethodID regardless of whether showOnlyGraph is true or false. This will fix the issue with WDFN-504.

Made the fetching functions a little less brittle and updated some of the hydrograph rendering tests.

Removed no longer needed code and updated the store and selectors for the new hydrographData and hydrographState properties

Updated dependencies. The update to the rollup plugins caused a minor code change. I attempted to update to the latest karma-jasmine and fixed a few tests in the process by ran into tests failing that were harder to fix. I will open a ticket to address this.

Created a monitoring-location directory. Javascript that is unique to storing data and rendering that page was moved to this directory. This follows the same pattern as the networks directory.

Added code to change the classic page link if no iv time series data has been fetched. Added a few tests for this and the appearance of the info alert that is shown when there is no iv time series data

Updated a couple of dependencies. Changed the order of rendering which has no effect on normal running but allows the tests to pass. I suspect that the linked call to plotSeriesSelectTable is the issue. We should look at perhaps refactoring the parameters module as part of IOW-502
