Incorrect Refactor around 3 gage POIs in VPU-03S

The issue here occurs in catchment 10021382 of VPU 03S. I believe the issue is that a reference flowline (COMID == 1984358) is split at three gage POIs however the catchment (FEATRUEID == 1984358) is not split.

The result is that refactored flowlines

10021382 --> 10021383 --> 10021384 --> 10021385

Make up refactored catchment 10021382
