Add Custom USGS Styling to Pygeoapi Instances

The goal is to create a skin for the pygeoapi instances that conform to USGS style. A good example of what we would like the header and footer to look like is represented in the NHGF Catalog deployment: https://water.usgs.gov/catalog/

That is a Hugo website. The styling is being taken from this repo: https://code.chs.usgs.gov/wma/iidd/iow/static-sites/wdfn-static ...however, that repo is not public at the moment. Please let me (Don) know and I can send a copy of the repo so you can get the header and footer information.

GeoPlatform does this for their pygeoapi: https://geoapi.geoplatform.gov/ Don is trying to contact GeoPlatform to see if they can give us any hints/tips.
