fabric server failing for pygeoapi versions 0.13.0 and 0.14.0

I decremented the pygeoapi dependency in /docker/pygeoapi.environment.yml from an open state (ie no specific dependency) to <=0.12.0, in merge_request 77. I believe new changes to SQLAlchemy v2.0 or a bug in the PostgreSQL provider resulted in the fabric server failing to build. This pygeoapi version is 2 versions below the current release.
