Upgrading Builder to Zarr V3

Right now the builder uses Zarr V2 when building the GDP environment. It is installed in 2 places: conda and pip, with the versioning zarr==2.*. Compatibility with Zarr V2 will eventually be retired this summer. This issue will track current compatibility issues with Zarr V2 and the subsequent update to V3.
