Too many nwm comids being used in e2nhd/nwm network overlay.

I found an issue where a set of flowlines have been redirected in the e2nhd network, the NWM topology from the original NHD is being used when it should not be. The issue gets applied here. https://code.usgs.gov/wma/nhgf/reference-hydrofabric/-/blob/main/workspace/R/utils.R#L198
