A few segments are unconnected from their assigned `agg_nat_toid` segments

I’ve started working with the NHGFv2.0 data a bit as part of ML model planning/scoping. More specifically, I'm using the POI-aggregated fabric (in GF_CONUS.gpkg) that I downloaded from ScienceBase (here) on 8/5/2024.

I've noticed a few segments in the POI-aggregated fabric have to-segment assignments that are not proximal to their assigned to-segments in the flowlines layer. An example of this is a handful of segments on the U.S.-Canada border that all have agg_nat_toid = 83255 but they don't appear connected when mapped.

This affects a very small number of segments, but I'm curious - do you have any ideas for what's going on here? Thanks!
