Can we simplify the mapped outlets code?

I'm looking through this thinking that there's a better way.

In particular, @abock, you used st_nearest_feature here: https://code.usgs.gov/wma/nhgf/gfv2.0/-/blob/main/workspace/06-2_aggregate_cats.Rmd#L112 which kind of worries me.

Was there a reason to use the spatial match? I'm sure there's a way to do the mapping with attributes. Maybe just not obvious?
