download refactor and initial targets setup

Want to track the targets refactor of the download workflow.

I'll first work to eliminate a bunch of code and see where the notebook is at. It may not actually need a targets workflow since it is really just setting up a set of output data. It may be worth being really specific about things for #134 (closed) though -- so I could see going with targets being worth it there. I'll keep some running notes in comments here.

So far, this is looking pretty good. See !183 (merged) for the layout.

I've left get_data as an Rmd but see how it could become a targets workflow. I'll leave this issue open to track that overall targets layout plan for download data. I tagged this issue in all my commits for the first major component of the targets "preprocess" workflow. I'm separating my thinking on #153 (closed) into some architectural concerns and lower level things like how to relate the get_data step to the rest of the workflow.
