recreate rpu_vpu_out

Need to create a workflow step to generate the rpu_vpu_out table. https://code.usgs.gov/wma/nhgf/reference-hydrofabric/-/blob/942bb2c7dde073f43153530dd7e4990289150088/workspace/01_NHD_prep.Rmd is where it was and when it was working.
