Move heavily used functions into tested package.

There are a few fairly heavily used functions in NHD_navigate.R that really should have some test coverage. I've started moving them over, but want to have an open issue to keep track of the work.

@abock -- if you want to have someone else work on this (?), it's not hard, but does require some R packaging knowledge.
