Clean up references

The references section has citations numbered in order of appearance (seemingly) and none of the references provided are cited in the page. Are these references associated with parts of the text?

In vulnerability-indocators we dropped the numbering and use names in text for citations. We ordered them alphabetically in the references section src/components/ReferencesSection.vue · main · Water Mission Area / VizLab / vulnerability-indicators · GitLab (usgs.gov)
