Update GitHub url to drop prefix

Edit project name and urls in code.json and GitHub issues link in CONTRIBUTING.md to drop vizlab- prefix, and update VITE_APP_GITHUB_REPOSITORY_LINK to https://github.com/DOI-USGS/vulnerability-indicators in .env. We're dropping that convention, and will plan to use the same project slug on GitHub as we do here ('vulnerability-indicators').
