Track `1_fetch/in/uncertainty_aggregated_raw_data.csv ` before publishing website

As Cee noted in this MR, we'll want to make sure we publish the website with only the available sciencebase data and track files such as 1_fetch/in/uncertainty_aggregated_raw_data.csv before publishing.
