Update high-precision formatter to allow for printing of NaN characters in GUI and PDF

Kearns, Aaron (Contractor) M requested to merge akearns1/asl-java-utils:master into test

This was only fixed for normal-precision decimal format, so NaNs in the high-precision formatter would still cause errors when PDFs were being written in sensor test suite. This issue should now be fixed.
