Adding jdk target for java builds

Martinez, Eric M. requested to merge ghsc/users/emartinez/devops/images:java-updates into main

Adds "JDK" versions of images for 17 and 21. There is now JDK package in yum for Java 11.

Additionally adds support to push images in developer forks so we can test the pipelines and images before merging into upstream. Developers can add a FORCE_IMAGE_PUSH=true variable in their project to enable pushing.
