Send update notifications when the overall impact to a user's inventory differs between map versions. Send when:

  • Overall inspection level changes
  • Inspection list changes size
  • Facilities in inspection list change order

Add decorator to deal with database connections (starting/ending sessions and rolling sessions back after exceptions)
