Bug-fix input spectrum

  • Fix input hazard index to PSA 0.3, 1.0, and 3.0 sec.
  • Fix PSA 1.0 shaking value (from %g to g) for AEBM.
  • Add PGA to initial hazard (0.01 sec.)
