GSM only trigger plus map api key update

Lin, Kuo-wan requested to merge ghsc/users/klin/shakecast/shakecast:gsm_only into master
  1. gsm_only flag in sc.json config file to enable GSM only processing.
  2. Update Mapbox API key.
