Update angular to 17.x

Cheek, Lucas (Contractor) requested to merge lcheek/shakecast:update-angular-to-16 into master

This PR upgrades our dependency list, along with the necessary code changes to support major version changes. Most notably, this update takes Angular and related plugins from 7.2 to 17.x
