Draft: CI Update

Ferragut, Gabriel Christian requested to merge ghsc/users/gferragut/shakemap-modules:ci_update into main

Update CI file to include a deploy stage in anticipation of PyPI release, will run a test deployment, followed by a real deployment in the release candidate MR to follow.
