Bump fastapi in pyproject.toml; update poetry.lock

A vulnerability in the fastapi dependency starlette required a bump
to [fastapi v0.92.0](https://github.com/tiangolo/fastapi/releases/tag/0.92.0)
and update to the poetry.lock file.
