Force miniseed factory constructor to create at least an empty list to
hold list of channels to convert.

Updated command line argument for output factory

Remove conversion factor arguments, add tests, fix how metadata is accessed and make convert method "public"

Adds support for FGE volts channel from BDT. Edits observatory metadata with scaling and FGE parameter added.

Adds process_step method, simplifies get_input_interval, removes repeat conversions in MiniSeed Factory

Fixes volt/bin conversion, adapts filter algorithm to use list object, and writes new custom filter testfile.

Moves convert_voltbin method to MiniseedFactory with corresponding test file rewrites. Adds conversion arguments to controller.

Fixes continuation indenting, initialization of custom/default filter, and starttime equation for custom filter

    Algorithm to filter data from 10Hz to specified output sample period. Also included is an updated unit test with the required iaga files and a set of coefficients to test custom filter functionality.
