New API endpoint for historical metadata

Create new endpoint at 'secure/metadata/history/:id':

• Get historical records from metadata.id
• Return array of metadata

Returned array should not contain most recent(updated) version of record

@pcain @jmfee We talked about ws/secure/metadata/:id/history as the URI for the new endpoint, and I think that is more in line with our current endpoints. Can we use that path instead?

@ehunter I don't have a problem with this as long as @jmfee doesn't. This endpoint came from the itemized list mentioned in #14 (closed)
