Take command line parameters that describe the data to be processed and where to write it.

• starttime/endtime
• factory type "spreadsheet" or "webabsolutes" (or eventually "metadataservice")
• (optional) spreadsheet directory
• (optional) webabsolutes url = "https://geomag.usgs.gov/baselines/observation.json.php"
• file where created matrix should be written (or eventually "metadataservice")
