Add Documentation for Updating Database on Staging/Production

This is a public project, so do not give too many details (DSN, usernames, passwords, etc)

Add steps to:

• how to find connection information (from container server or puppet)
• how to connect to the database (use docker container)
• load new schema (use geomag-algorithms container)
