Minor factory fixes applied in March 2023

There were a few needed fixes to various input/output factories applied in March, 2023.

  • IAGA2002writer choked on invalid sensor_sampling_rate
  • different data types returned for a single SNCL code could not be merged
  • starttime/endtime were not always fully inclusive
