Updating to version 1.7.0

• Fix HOT metadata in Metadata.py and add missing offsets for test systems.
• Add refined metadata offset for TUC Z in Metadata.py.
• Added get_summary_flags function to pull valid flags from SpreadsheetSummaryFactory into SpreadsheetAbsolutesFactory.py and match absolutes based on time.
• Added dynamic range to SpreadsheetSummaryFactory.py.
• Slightly modified functions in SpreadsheetSummaryFactory.py to deal with 'None' types.
• Removed 'valid' check for Reading object from SpreadsheetSummaryFactory.py.
• 'Valid' flag is now pulled from sheet in SpreadsheetSummaryFactory.py.
