Migrating to new edge config - stage 01

This is "stage 01" of a set of changes needed to migrate to a new EdgeCWB configuration that:

  • uses only modern Geomag SNCL codes
  • uses only NEIC client (via EdgeFactory) to pull data
  • uses only Raw Input client to push scaled integer data

This MR is preparatory. That is, the changes should be 100% backward compatible, and no scripts or typer apps should be changed or impacted. It passes all unit tests, but we want to be certain nothing changes in daily processing on Dev before merging this into Production.

Once this has been confirmed, we'll push "stage 02", which will be changes to typer apps and geomagio pipeline scripts (not public) to actually implement the new plan/configuration that will ensure that only SEED compliant, compressed data are archived.
