Revert v1.9.4 changes
The 1.9.4 release only contained changes to BDT offsets. John based these updated values on bad data due to the changes in 1.9.3 not reaching production last week. I am reverting these values to those we had in 1.9.3.
This commit can wait to be included in a future release. For now, I have re-run the 1.9.3 pipelines to revert the change on mage1 and mage2.
